Korean policy officials propose distributing "citizen dividends" to all citizens funded by excess profits from the AI industry
South Korean Presidential Office Policy Director Kim Yong-beom stated on social media platforms on May 11 that they are considering establishing a so-called “citizen dividend,” funded by the excess profits generated by the artificial intelligence industry.
Kim Yong-beom said: “The benefits of the AI infrastructure era are not created solely by individual companies, but stem from the industrial foundation built by the entire country over the past half-century. Therefore, a portion of these profits should be redistributed to all citizens through institutional arrangements.” He also emphasized that if no excess tax revenue is generated, the concept of “citizen dividend” “will ultimately be nothing more than an empty talk.”
Kim Yong-beom stated that if the demand for storage and infrastructure in the AI era represents a long-term structural shift, South Korea is expected to break through its previous cyclical export-driven growth model and move toward a new economic structure led by technology that can sustainably generate excess profits.
