Circle raised $222 million in a presale for Arc, its new institutional blockchain token, at a $3 billion fully diluted valuation. Andreessen Horowitz led the round with $75 million, while BlackRock and Apollo Funds also participated. Circle published the Arc whitepaper Monday and outlined a 10 billion token initial supply.
