SEC Chairman Paul Atkins said the agency is reviewing an upgrade to securities rules for on-chain financial markets. The review could create new qualification requirements for crypto exchanges, brokers, dealers, and clearing agencies. Atkins said software applications do not fit neatly into the SEC’s traditional regulatory categories.
