On May 9th, the State Administration for Market Regulation released the first batch of typical cases of system rectification in the bidding and tendering sector. Among them is the case of the Shanghai Market Supervision Bureau investigating and revoking the business license of Shanghai Lujie Industrial Development Co., Ltd. for violating the Bidding Law.

On November 22, 2025, the Shanghai Market Supervision Bureau lawfully imposed an administrative penalty by revoking the business license of Shanghai Lujie Industrial Development Co., Ltd. (hereinafter referred to as Lujie Company) for seriously violating the “Bidding Law of the People’s Republic of China.”

In September 2025, the Shanghai campus meal incident attracted widespread social attention. The Shanghai Municipal Committee and Municipal Government attached great importance, quickly deploying coordinated efforts across multiple departments to conduct a comprehensive investigation in accordance with the law. Based on clues from public security authorities investigating Lujie Company for suspected collusion in bidding crimes, the Shanghai Market Supervision Bureau filed a case against Lujie Company. After investigation, it was found that Lujie Company organized five catering companies as escort bidders to participate in the project bidding in order to obtain campus meal supply projects. Between July 2025 and September 2025, they illegally obtained 86 campus meal supply projects. During the bidding process, the bid fees for the five escort companies were paid by Lujie Company, three of which had their bid materials prepared by Lujie, and two had their bidders entrusted to personnel designated by Lujie.

The above actions by Lujie Company violated Article 32, Paragraph 1 of the “Bidding Law of the People’s Republic of China,” constituting illegal collusion among bidders. The Shanghai Municipal Education Commission, the competent authority, confirmed that Lujie’s collusive bidding behavior was classified as “particularly serious.” Based on Articles 53 of the “Bidding Law of the People’s Republic of China” and Paragraph 3 of Article 67 of the “Regulations for the Implementation of the Bidding Law,” the Shanghai Market Supervision Bureau issued an administrative penalty, officially listing the party on the list of serious illegal and dishonest entities. The actual controllers of Lujie, Zhang Mouhua and seven others, are suspected of collusion in bidding crimes and have been arrested with the approval of the procuratorial authorities; further investigation is ongoing by public security agencies. The relevant schools have terminated their service contracts with Lujie, and the education department has initiated open bidding procedures in an orderly manner.

The projects involved in this case amount to approximately 323 million yuan within one year, covering food supply for over 96k primary and secondary school students, with a negative social impact. The Shanghai Market Supervision Bureau responded swiftly and efficiently, cracking down severely on illegal and irregular activities in campus meal bidding projects, effectively addressing public concern and safeguarding the order of the bidding market.
