Zhejiang Communications Administration Holds Broadband Maritime, Broadband Forestry Coordination Mechanism and Signal Upgrade Work Conference

Recently, the Zhejiang Provincial Communications Administration convened a meeting on the coordination mechanisms for broadband maritime borders, broadband forestry, and signal upgrade work. The meeting comprehensively reviewed the progress of special initiatives including “broadband maritime borders,” “signal upgrade,” and “broadband forestry,” analyzed the current work situation, and deployed key tasks for 2026. Ni Jiong, a member of the Party Leadership Group and deputy director of the Zhejiang Provincial Communications Administration, attended the meeting and delivered remarks.

The meeting fully affirmed the positive outcomes achieved since 2025 through coordinated advancement of the series of initiatives “broadband maritime borders,” “signal upgrade,” and “broadband forestry” by various units. For “broadband maritime borders,” the construction has been pushed forward in depth. All 7 prefecture-level cities, 32 districts and counties, 414 towns, and 7,382 administrative villages in the province that are related to the sea have achieved coverage of 5G and gigabit optical networks; all 222 inhabited islands have achieved 5G network coverage. With regard to the number of covered islands, Zhejiang ranks highest nationwide. For “signal upgrade,” the special campaign has yielded remarkable results: it completed more than 20,000 in-depth mobile network depth coverage for key places across 16 categories of key scenarios. Continuous coverage has been achieved along 2,800 kilometers of railways, 80,000 kilometers of highways, and 26 metro line routes. For “broadband forestry,” construction achieved a good start. The work mechanisms have been accelerated and further improved, the coverage list has been established in a comprehensive manner, and all construction efforts are being carried out in an orderly way according to plan.

The meeting emphasized that 2026 is the starting year of the “15th Five-Year Plan.” It is necessary to deeply grasp the new requirements of national strategic deployment, deeply recognize the strategic position of building new-type information infrastructure, accelerate overall coordination and layout, adhere to moderately ahead-of-schedule planning, and make forward-looking plans for the construction of a new generation of information infrastructure. The meeting also required that member units of each coordination mechanism and enterprises in the industry closely align with national strategic deployment and the work requirements of the Ministry of Industry and Information Technology and the Zhejiang Provincial Party Committee and the Zhejiang provincial government, and promote the implementation of all tasks with higher standards and more practical measures. It called for improving work mechanisms and pooling coordinated efforts; strengthening pressure on responsibilities and strictly ensuring task implementation; and deepening co-construction and shared use to promote integrated and innovative development.
