The agency issues guidelines for the application and development of intelligent agents.

Chinese authorities have just issued the “Implementation Opinions on the Standardized Application and Innovative Development of Intelligent Agents,” aiming to promote large-scale application and development of intelligent agent ecosystems.

The document was released on May 8 by the Cyberspace Administration of China, the National Development and Reform Commission, and the Ministry of Industry and Information Technology. The definition of intelligent agents in the document describes AI systems capable of self-awareness, memory, decision-making, interaction, and execution.

This policy outlines four principles: safety and controllability, standardized and orderly development, innovation as the driving force, and application-led guidance. The focus is placed on technological foundations, safety governance, industry standards, and promoting application.

The document also covers 19 typical application scenarios, ranging from scientific research, industry, and consumer use to daily life and social governance. There are no additional details yet on the implementation roadmap or specific timelines for each sector.
