Honestly, I judge whether someone is serious or not by two things: whether there are "acceptance criteria" for milestones (like code, deployment, data, audit reports), and whether the expenses are tied to milestones with segmented disbursements. Those who come in asking for a six-month budget upfront and write "enhancing ecological influence" as deliverables really make my scalp tingle.

Recently, there's been talk about increasing taxes and compliance in certain regions—tightening and loosening expectations for inflows and outflows, which makes community sentiment more emotional and narrative-driven. I actually prefer to spend money more "rigidly": who gets the money, what they deliver, and if they don't deliver, don't renew. I'll be the bad guy; after all, the treasury isn't a wishing well.
