By 2027, achieve broad and deep integration of artificial intelligence with key sectors, with the adoption rate of new-generation intelligent terminals, intelligent agents, and other applications exceeding 70%, form 2-3 nationally competitive segmented industry clusters, focus on developing about 10 nationally influential industry benchmark large models, develop a batch of lightweight edge-side models, build around 10 major landmark application scenarios in various industries, and establish about 20 application scenario laboratories and other public platforms. By 2030, strive to create 1-2 national emerging industry clusters, build 200 advanced intelligent manufacturing factories, gather over 2,500 artificial intelligence companies, and surpass an industry scale of 400 billion yuan, accelerate the creation of a nationally influential artificial intelligence innovation hub and application pioneer zone, with the adoption rate of new-generation intelligent terminals, intelligent agents, and other applications exceeding 90%.
