A coercive diplomacy message. In other words, Trump is speaking to Iran, the American public, the market, allies, and the energy market at the same time. What Trump wants to say here is, Even if Iran threatens, U.S. naval power will keep this route open. He wants to establish deterrence. Even though the message looks aggressive, it actually contains controlled escalation. Military power is being used as leverage for a diplomatic agreement. With coercive diplomacy, he wants to force Iran into a deal. In short, the message is: I have the capacity for war, but sign the agreement.
