European Central Bank Launches Digital Euro Technology Working Group, Focusing on ATM Integration and Payment Terminal Compatibility



On March 19, the European Central Bank (ECB) announced the launch of two new project initiatives, aiming to, by recruiting industry experts, jointly explore how the digital euro can operate within existing payment infrastructure, including ATM integration, payment terminal compatibility, and offline transaction support.

According to the issued announcement, the ECB is opening applications for two development groups that will be responsible for drafting its rules. One working group focuses on formulating implementation standards for ATM and terminal providers, involving communication technologies, offline functionality, and the reuse of existing payment standards;

Meanwhile, the other working group will be responsible for developing recommendations for payment service providers within the digital euro ecosystem on the payment solutions and infrastructure they will use, including proposals for test, certification, and approval process procedures.

These two working groups will report to the rule-making development group composed of representatives from merchants, payment service providers, and consumers, providing technical input for the development of a standardized rulebook.

It is also worth noting that the ECB has previously disclosed that it plans to launch a 12-month digital euro pilot in the second half of 2027.

At that time, payment service providers authorized by the European Union will participate in the pilot, involving a limited number of merchants, euro system employees, and payment service providers.

Although progress in various areas indicates that the digital euro is being advanced continuously, the ECB also emphasized that the final decision on whether the digital euro will ultimately be issued can only be made after relevant legislation is passed.

Overall, whether it is supporting offline transactions, reusing existing payment standards, or building certification frameworks, it shows the ECB’s determination to push the digital euro project forward with concrete action.

However, whether new technology can be implemented will always face various challenges and uncertainties. As to whether it can truly achieve its intended goals and realize widespread adoption, only time will tell.
