August Deadline: If the CLARITY Act Misses Its Window, What Will the U.S. Lose?



The claim by bill supporters that "if not passed before August, the U.S. will permanently lose dominance in digital assets" is not an alarmist statement. Currently, the EU's MiCA framework has entered the implementation phase, and competition for stablecoin licenses in Singapore, Hong Kong, and the UAE is intensifying. Circle's USDC has already completed compliance arrangements in multiple jurisdictions. If the U.S. continues to delay providing clear federal legislation, the business focus of these stablecoin giants will irreversibly shift abroad. Losing regulatory dominance over stablecoins means losing the extension of the dollar on the blockchain—that is the most profound strategic loss. The U.S. can include dollar stablecoins under the regulatory umbrella through the CLARITY Act, or choose to continue internal conflicts, ultimately watching offshore dollar stablecoins grow wildly in the gray areas without U.S. regulation.
