Chinese Permanent Representative to the United Nations, Fu Cong, stated at the seminar on “Emerging Trends in Terrorism” on the 24th that as the international situation becomes more turbulent and emerging technologies develop rapidly, the threat of terrorism is becoming increasingly complex and severe. Against this backdrop, strengthening international counter-terrorism cooperation is more urgent than ever. Fu Cong pointed out that several trends deserve close attention: regional chaos provides opportunities for terrorist organizations, terrorist networks are showing a trend toward decentralization, economic and social issues create fertile ground for terrorism, and emerging technologies bring complex impacts. The ninth review of the “United Nations Global Counter-Terrorism Strategy” provides an important opportunity for countries to deepen their understanding of counter-terrorism, and to strengthen cooperation and form a joint effort under the coordination of the United Nations.
