Since the “14th Five-Year Plan,” Hubei’s total R&D spending across society has maintained an average annual growth rate of more than 10%, and the number of high-tech enterprises has risen to 35,000, producing a number of major scientific and technological achievements, including the world’s first Beidou high-precision chip. At the same time, Hubei’s strengths in science, education, and technology are speeding up their conversion into industrial advantages—its five pillar industries, including optoelectronic information, have all entered the trillion-yuan scale, and in 2025, the added value of high-tech manufacturing is expected to account for 17.4% of industrial added value above designated size.
