This was learned by reporters on April 24 from the “Kickoff ‘15th Five-Year’ Hubei Province Special News Conference.” Technological and innovation is Hubei’s greatest advantage and its calling card. Since the “14th Five-Year Plan,” Hubei’s total R&D spending across society has maintained an average annual growth rate of more than 10%, and the number of high-tech enterprises has risen to 35,000, producing a number of major scientific and technological achievements, including the world’s first Beidou high-precision chip.
