Skipper's pretty vocal about this—he's saying that institutions won't actually adopt XRP without proper legal framework and regulatory clarity. Not just as a technical option, but as a real settlement layer. He mentioned there's hope the act could be signed by late November, and he's tying that to SWIFT and ISO 20022 adoption deadlines. If those things align, you could see institutional movement accelerate.
Now here's where it gets speculative. There are claims going around that institutions have been testing XRP on private ledgers for months. Some people are saying they've seen private test prices that are way above public market levels—one person mentioned seeing figures like 327,000 per XRP on these test systems. But obviously, no one can verify this stuff. These are private setups being used to model how large payment flows would work. It's the kind of thing Ripple and partners would do before going live on the main network.
The theory is that once private testing wraps up and settlement moves to public ledgers, you could see a real supply shock if institutions start moving volume.
