The Iran–U.S. conflict has progressed from preliminary contacts in late March to negotiations over a framework agreement in mid-April explicitly aimed at “ending the war,” entering a substantive consultation phase. The core of the talks centers on lifting the freeze on Iran’s $20 billion in funds and making a technical exchange involving Iran’s stockpile of enriched uranium. A key breakthrough is direct communication between Trump’s negotiation team (Vance, Kushner, Witkoff) and hardliners such as Iranian Speaker of Parliament Kalibaf.



The notion of a “one-page memorandum” is especially critical. Compared with the “complex details” that had been mentioned by the various parties previously, the streamlined format may be intended to quickly lock in the ceasefire and the key exchange terms, creating a window for follow-up technical negotiations. This highly simplified form of agreement reflects both the urgency of the two sides to put an end to intense military actions and the fact that significant disagreements remain within each side that still need to be bridged later. The real test is whether this memorandum can lay a credible foundation for the ensuing complex substantive negotiations.
