The Internal Agency was also established to prevent corruption in all three. In the end, corruption was not eliminated; more and more public funds were being embezzled, the bureaucracy grew larger and larger, and the burden was fully placed on the common people, leaving them destitute.
This is like an endless vicious cycle. To solve the problem, new agencies were created; these new agencies became new problems, so even newer agencies were created to fix them.
As a result, the problems themselves remained unchanged, but the number of those who created problems increased.
These "supervisors" quickly became the very people who should be supervised.
They held the power to "investigate others," and this power immediately turned into a business.
In the end, anti-corruption efforts in the Ming Dynasty became a facade; in reality, it was just another group of "insiders" sharing the spoils.
