Arbitrum Security Council freezes KelpDAO hacker's 30,766 ETH

With the assistance of law enforcement agencies, the Security Council has identified the attacker, and has consistently ensured that, while maintaining the safety and integrity of the Arbitrum community, no Arbitrum users or applications will be affected.

After extensive technical investigation and deliberation, the Security Council has determined and executed a technical plan to transfer the funds to a secure location without affecting any other chain status or Arbitrum users. As of 11:26 PM Eastern Time on April 20, the funds have been successfully transferred to an interim frozen wallet. The address that originally held the funds is no longer able to access these assets; only Arbitrum governance can take further action to transfer these funds, and this action will be coordinated with the relevant parties.
