In September 1974, after Mao Zedong saw Chen Pixian’s letter in Wuhan, he issued instructions to Wang Hongwen:


“Regarding how to handle this person, please discuss it in the Politburo; for our reference. It might be handled as an internal matter.”
Purpose: to push Chen Pixian to resume his work and to ease long-standing historical resentments.
Person: Chen Pixian (1917-1995), a veteran revolutionary; at the time, Secretary of the Shanghai Municipal Committee; later Vice Chairman of the Standing Committee of the National People’s Congress.
