This social governance model in China, similar to incidents like Beijing bulldozers, Chengdu hit-and-run, and Zhuhai hit-and-run cases, is almost unavoidable. Because of the lack of low-intensity emotional release mechanisms, eventually, when emotions accumulate to a certain point, they turn into highly destructive explosive outbursts. Economic development can somewhat alleviate this, but cannot completely eliminate it, because there will always be localized emotional suppression and accumulation, and individual injustice in the process of distributing benefits. So it's almost unsolvable.
