Paradigm’s Dan Robinson proposed PACTs, a Bitcoin ownership-proof method that could let holders of about 1.1 million BTC linked to Satoshi Nakamoto prove control without moving coins. The design would timestamp private proof before any future soft fork that freezes quantum-vulnerable addresses, but it would still require a separate soft fork to add STARK verification.
