Mars Finance News, May 1 — Zheng Shanjie, Director of the National Development and Reform Commission, published a signed article in the magazine Qiushi titled “Promoting Chinese-Style Modernization with High-Quality Implementation of the ‘15th Five-Year Plan’.” The article says that developing new quality productive forces is both an inherent requirement for high-quality development and an important focus, as well as an inevitable choice for gaining the upper hand in international competition. The Outline of the “15th Five-Year Plan” adheres to taking the real economy as its foundation, using scientific and technological innovation to lead industrial upgrading, and making digital and intelligent transformation an important breakthrough; it makes a comprehensive plan for fostering and developing new quality productive forces. Efforts should be made to build a modern industrial system led by advanced manufacturing as the backbone. For traditional industries, the priority is to consolidate the fundamentals and upgrade, strengthen and enhance their position and competitiveness in global industrial division of labor, maintain an appropriate proportion of manufacturing, and hold firm the “fundamental base” for economic growth and employment income. For emerging industries and future industries, the priority is to build up strength and create momentum, and to develop more pillar and leading industries with strong driving force. For the service sector, the priority is to expand capacity and improve quality, promote producer services to extend toward specialization and the high end of the value chain, and develop consumer services toward high-quality, diversified, and convenient development. Efforts should be made to accelerate high-level scientific and technological self-reliance and self-improvement. Focus should be placed on strengthening original innovation and tackling key core technology breakthroughs, and increasing the proportion of funding for basic research and development. Strengthen the leading role of enterprises as the main entities of technological innovation, and promote the gathering of innovation resources such as projects, platforms, data, and talent within enterprises. Advance education, science, technology, and talent development in an integrated manner, strengthening planning alignment, policy coordination, overall resource pooling, and evaluation linkages. Seize the opportunities of digital and intelligent development, promote scaled, intensive, green, and inclusive development of computing power resources, enhance the supply of high-quality data resources, and further expand “Artificial Intelligence +”.
