Two departments: select cities with a strong foundation in the artificial intelligence industry and abundant data resources as key cities for the implementation of the "Modular Resonance" initiative.

Golden Finance reports that on April 28th, the General Office of the Ministry of Industry and Information Technology and the Comprehensive Department of the National Data Administration issued a notice regarding the joint implementation of the 2026 “Modular Resonance” initiative. Cities (including districts and counties under directly administered municipalities) with a solid foundation in artificial intelligence industry infrastructure and abundant data resources are selected as key cities for the “Modular Resonance” initiative. Among them, the provincial governments of the National Data Elements Comprehensive Pilot Zone, the National Artificial Intelligence Innovation Application Pilot Zone under its jurisdiction, or the National Artificial Intelligence Application Pilot Base in the manufacturing sector, can select no more than three in total (priority is given to pilot zone cities and cities hosting pilot bases). Other provincial governments can select no more than two in total. Key cities should be chosen within the scope of key industries in their respective provincial regions, combining local advantages, selecting several key industries, defining work ideas, and preparing implementation plans to promote the completion of the aforementioned tasks.
