U.S. SEC Chair: Blockchain can enable T+0 real-time settlement, which I think is the most exciting.
Jin Se Finance reported that on April 28, U.S. SEC Chair Atkins said in an interview at the Bitcoin 2026 conference that blockchain—distributed ledger technology—is, in my view, the most exciting aspect of all of this. I am basically agnostic about the specific tokens themselves. Let the market decide what is best. However, being able to achieve what we call T+0—instant settlement of many tools—may not apply to everything, but enabling the immediacy of delivery against payments and receipts against payments is, I think, the most exciting, because it can reduce risks in our financial system. Every second between transaction time and clearing and settlement is a risk borne by investors and by both counterparties. In short, we are working hard to promote and realize this within the United States. There are many existing participants, including the current exchanges, and so on, but we also want to open it up to them. This is also a way for them to reduce their own market risks. In addition, people from various other communities—including the native crypto and native blockchain communities—also have many good ideas. We want to let all these different flowers bloom, which will strengthen the United States’ position as a market for ideas and financial innovation. This is better for the world, for consumers, for investors, and for our overall economy. I believe this is what we need to do.
