Iran proposes a three-phase negotiation plan to resolve the issue

Golden Finance reports that on April 27, according to CCTV, an Iranian source said that Iran has conveyed to the U.S. a three-stage negotiation plan through intermediaries. The focus of the first stage is to completely end the war and obtain guarantees to prevent the war from being reignited against Iran and Lebanon. If an agreement is reached in the first stage, all parties will move into the second stage, which will specifically study how the Strait of Hormuz should be managed. The third stage is related to nuclear issues, but before agreements are reached in the first two stages, Iran will absolutely not participate in negotiations on nuclear matters.
