Elvira Nabiullina said the digital ruble is designed to strengthen state oversight of fund flows, especially in government contract spending. Nabiullina said the goal is more transparent and automated audits, not monitoring everyday payments between individuals. Nabiullina said adoption will remain voluntary and public trials will open in September.
