Central Bank of Russia: Digital Ruble for State Fund Monitoring, No Mandatory Use for Individuals

On April 25, Russian crypto media Bits.media reported that Elvira Nabiullina, the Governor of the Central Bank of Russia, stated at a press conference that the primary purpose of the digital ruble is to automate the monitoring of state contract expenditures, replacing the current manual review process. She emphasized that the digital ruble offers the same level of transparency as the existing cashless ruble, and the idea of monitoring individual payments is a ‘misunderstanding.’ Nabiullina also assured that the central bank will not force citizens to open digital ruble accounts or mandate their use, and plans to allow the public to experience it voluntarily starting in September, promoting its advantages to encourage adoption. Previously, the Central Bank of Russia updated the rules for businesses and individuals to open digital ruble accounts.
