Six departments issue a document to accelerate the upgrade and renovation of outdated equipment in the petrochemical and chemical industries
Reporters learned on the 3rd that the Ministry of Industry and Information Technology and six other departments recently jointly issued the “Action Plan for Accelerating the Renovation and Upgrading of Old Equipment in the Petrochemical and Chemical Industry (2026–2029),” proposing that by 2029, the safety and environmental risks of old equipment will be significantly reduced, pollution reduction and carbon reduction will achieve positive results, the proportion of capacity above benchmark levels will be significantly increased, and the levels of intelligence and greenization will be greatly improved.
Petrochemical and chemical industries are important foundational and pillar industries of the national economy, playing a vital role in stabilizing economic growth and ensuring the security of energy and supply chains.
The action plan aims to better stimulate the endogenous motivation of enterprises, continuously improve the level of inherent safety, and promote the high-end, intelligent, green, and integrated optimization and upgrading of the petrochemical and chemical industries.
The action plan proposes that by 2029, the renovation and upgrading tasks for old petrochemical and chemical equipment identified in 2025 across all regions will be fully completed, and new renovation and upgrading tasks identified after 2026 will be carried out according to plan.
A long-term work system of annual rolling assessments and continuous renovation and improvement will be continuously improved, and the standard-led and policy-coordinated effects will be further leveraged.
