The Cyberspace Administration of China issued a notice seeking public comments on the “Regulations on Simplified Measures for Personal Information Protection for Small-scale Personal Information Handlers (Draft for Comments).” Simplify the authorization procedures for collecting personal information. Combining the characteristics of small-scale personal information handlers, clarify the simplified procedures for disclosing personal information processing rules, informing individuals, obtaining individual consent, and other simplified authorization procedures, making it easier for small-scale personal information handlers to implement the key requirements of the Personal Information Protection Law of the People’s Republic of China regarding the collection of personal information. Simplify the formulation of personal information processing rules. For a large number of small-scale personal information handlers relying on online platforms, parks, or commercial properties to provide products and services, it is proposed that, under the premise of complying with the unified personal information processing rules formulated by online platforms, parks, or commercial properties, they can no longer be required to formulate personal information processing rules and other convenient measures.
