Two departments: Focus on promoting the standardization development in areas such as outsourcing of biomedical research and development, integration of information technology outsourcing with manufacturing, and intellectual property protection for service outsourcing enterprises.

The Ministry of Commerce and the State Administration for Market Regulation issued the “Action Plan for Standardization of Service Trade (2026–2030).” It mentions professional service standards. Increase efforts in developing standards in fields such as intellectual property, technological services, geographic information, human resources, language, consulting, inspection and testing, and creative design services, promote relevant standards covering the entire chain of domestic and international service providers in the industry, and enhance the international service capabilities of professional service institutions. Improve the standardization level of service outsourcing, focusing on standardization construction in areas such as biopharmaceutical R&D outsourcing, information technology outsourcing integrated with manufacturing, and intellectual property protection for service outsourcing enterprises.
