Hangzhou
Increase the maximum loan amount
Starting April 1, 2026, the maximum housing provident fund loan amount has been increased from 1.3 million yuan to 1.8 million yuan, with individual employee loans not exceeding 900k yuan.
The calculation multiple for individual employee loans has been adjusted from 15 times to 20 times.
Some groups see an increase in their loan limits
New residents and young families can have their loan limits increased by 20% based on the total eligible loan amount calculated when applying for a family loan.
Families with multiple children can have their loan limits increased by 50% based on the total eligible loan amount calculated when applying for a family loan.
Expand the scope of provident fund withdrawals
Employees who purchase self-occupied housing within the city’s administrative area can lump-sum withdraw their housing provident fund account balance to pay the house purchase deed tax, with the total withdrawal not exceeding the actual deed tax paid.
Employees and their spouses can withdraw housing provident funds to pay for property fees for self-occupied housing within the city’s administrative area, with one withdrawal per year per household for actual property fee expenses, and the total amount withdrawn in a year not exceeding 10k yuan. Lanzhou
Adjustments to withdrawal time limits, frequency, and amount
The withdrawal time limit has been changed from “once per year” to “can be withdrawn in one lump sum or in installments”, with no restriction on the number of withdrawals in a year.
The withdrawal amount has been increased from “a maximum of 10,000 yuan per person per year” to “a maximum of 20,000 yuan per person per year”.
Withdrawals for “other housing expenses” are no longer restricted by whether there are previous withdrawal records in the same year, and after withdrawal, the housing fund can still be used for other reasons within the same year.
Note that those with an outstanding housing fund loan at the center can only use the withdrawal to repay the principal of the loan, not for “other housing expenses”.
Shenzhen
Employees can voluntarily increase their personal contribution rate
Starting April 1, 2026, the contribution rate for employees’ housing provident fund contributions will, in principle, be aligned with the rate contributed by their employer. Voluntary increases are allowed, and employees can choose a rate higher than their employer’s, but not exceeding the national limit.
The housing provident fund will accrue interest from the date it is deposited into the employee’s account, at the national prescribed rate. (More details>>)
Chengdu
Phased removal of loan frequency restrictions
From March 25, 2026, to December 31, 2026, the restriction on the number of housing fund loans will be temporarily lifted. During this period, when depositors apply for a housing fund loan, their history of housing fund loan usage will no longer be reviewed. As long as there are no outstanding housing fund loans, they can apply for a new loan. (More details>>)
Optimize the amount and frequency of withdrawals for major illness
Increase withdrawal amount: Depositors who meet the conditions for major illness withdrawals can apply to withdraw the full available balance of their personal housing fund account.
Optimize withdrawal frequency: Depositors can apply to withdraw within one year from the date of medical expense payment, with no limit on the number of withdrawals.
Support intergenerational withdrawals: Depositors or their spouses, parents, or children suffering from major illnesses can apply to withdraw the full available balance of their personal housing fund account. This notice takes effect from March 25, 2026. (More details>>)
Xuzhou
Optimize withdrawal policies
Starting April 1, 2026, support for withdrawing housing provident funds to pay for house deed taxes.
Support for withdrawing housing provident funds to pay for residential special maintenance funds.
Relax the withdrawal for paying property management fees and heating costs. The withdrawal limit has been raised from 8,000 yuan per year to 10,000 yuan per year, and those with outstanding housing fund loans can also apply.
Increase rental withdrawal limits. The annual withdrawal limit per person for renting is 18k yuan, with a maximum of 36k yuan per year for both spouses. (More details>>)
