With the official rollout of the first batch of stablecoin issuer licenses and the comprehensive release of the AI and Web3 integration strategy, the Hong Kong Web3 industry officially bid farewell to the concept-exploration stage and entered a new development cycle driven by both compliant implementation and technological innovation, further strengthening its core positioning as a global Web3 hub.



In building a compliance framework, Hong Kong has always adhered to the core principle of “same activity, same risk, same regulation,” establishing a globally leading prudent regulatory framework. In April 2026, the Hong Kong Monetary Authority officially issued the first batch of stablecoin issuer licenses to HSBC Bank and DotPoint Financial, marking a new stage of Hong Kong’s digital-asset regulation moving into full-process, licensed operations, and laying a solid institutional foundation for the compliant use of stablecoins in scenarios such as cross-border payments and trade settlement. At the same time, Hong Kong has cumulatively issued more than $2 billion worth of tokenized green and infrastructure bonds, with the issuance of tokenized bonds operating on a routine basis, providing a replicable implementation path for the digitalization of traditional assets.

In terms of technological innovation and industrial integration, Hong Kong has clearly set coordinated development of Web3 and AI as a core strategy, and announced the establishment of the “AI + Industry Development Strategy Committee,” focusing on landing applications of the two technology integrations in fields such as finance, trade, and supply chains. Currently, Hong Kong Cyberport has gathered more than 300 blockchain-related companies.
