This is a typical example of a government opening up scenarios and creating demand.
Almost every time, it is very successful.
In fact, what enterprises need for support is often not policies and funds, but whether there are real buyers in the market, willing to try new things, and willing to give enterprises opportunities to refine their products.
The "Opinions" aim to push the service industry toward a total scale of 100 trillion yuan, with "artificial intelligence" becoming the core engine throughout the document.
The "Opinions" have resonated strongly with the tech community and capital markets.
In the section "Accelerating Software and Information Service Innovation and Development," it explicitly states, "Deeply implement the 'AI+' action, accelerate the research and development of intelligent programming tools, and support the procurement of large models and intelligent agent services."
From encouraging technological R&D to explicit support for procurement, these few words represent the national-level initiative to enable large-scale AI empowerment of the real economy, opening the door to hundreds of billions of yuan in commercial monetization for China's large models and intelligent agent tracks, targeting B-end enterprises and G-end government sectors.
