Director Liu Dechun, Director of the Social Development Department of the National Development and Reform Commission, said at a press briefing held by the State Council Information Office that the “15th Five-Year Plan” Outline (Draft) specifically devotes two chapters to elaborating on actively responding to population aging and building a fertility-friendly society.

Actively responding to population aging:
First, ensuring that older people are well provided for, improving the mechanism for determining and adjusting benefits under basic pension insurance, gradually increasing the basic pension for urban and rural residents, advancing long-term care insurance, developing community-embedded elderly care services, family elderly care beds, and mutual-aid elderly care, upgrading and renovating 2,000 public elderly care institutions, and raising the share of nursing-care beds in elderly care institutions to 73%.
Second, supporting older people to continue contributing, strengthening age-friendly renovation of public facilities, expanding diverse employment positions suitable for older people, optimizing age restrictions in employment, social security, and other areas, fully carrying out the “Silver Age Action,” and creating better conditions for older people to participate in society.
Third, promoting joy among older people, strengthening preferential treatment and rights protection for seniors, cultivating and growing the silver economy, providing more abundant age-appropriate products and services, developing senior universities, meeting older people’s spiritual and cultural needs, and further enhancing older people’s sense of fulfillment and happiness.
