The State Council’s Reply on Approving the Temporary Adjustment of Certain Administrative Regulations in Guangdong Province

People’s Government of Guangdong Province, Ministry of Justice, General Administration of Customs, State Council Hong Kong and Macau Affairs Office:

We have received your request regarding the exemption policy for eligible Macao motor vehicles temporarily entering and exiting other regions of Guangdong Province through Hengqin Guangdong-Macao Deep Cooperation Zone, and the temporary adjustment of relevant administrative regulations in Guangdong Province. The reply is as follows:

  1. To promote the construction of Hengqin Guangdong-Macao Deep Cooperation Zone and deepen cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area, it is agreed that, starting immediately, Guangdong Province will temporarily adjust the implementation of relevant provisions of the “Regulations of the People’s Republic of China on Customs Affairs Guarantees” (attached list), to implement an exemption policy for eligible Macao motor vehicles temporarily entering and exiting other regions of Guangdong Province through Hengqin Guangdong-Macao Deep Cooperation Zone (hereinafter referred to as “Hengqin-Macao Deep Cooperation Zone ‘Macao license plate vehicles heading north’”).

  2. The People’s Government of Guangdong Province, General Administration of Customs, and other relevant departments should implement the above adjustments according to their responsibilities, promote the “Macao license plate vehicles heading north” policy in Hengqin Guangdong-Macao Deep Cooperation Zone, promptly revise relevant regulations and normative documents issued by their respective departments, establish appropriate management systems, and implement them on the premise of effectively preventing and controlling risks associated with exemption.

  3. The State Council will adjust the content of this reply in a timely manner based on the implementation of relevant policies in Guangdong Province.
