The National Healthcare Security Administration continues to carry out special actions to combat illegal and irregular activities in the field of medical insurance drugs.
Recently, the National Healthcare Security Administration Office issued the “Notice on Deepening Special Actions to Combat Illegal and Violations in the Medical Insurance Drug Sector” (hereinafter referred to as the “Notice”), specifically deploying ongoing efforts to crack down on illegal activities such as the resale of “reflow drugs” in medical insurance. The “Notice” requires that starting from April 2026, the crackdown on illegal violations in the medical insurance drug sector will be further intensified nationwide, using suspicious clues from drug traceability codes as a key approach. The special campaign is divided into two phases: the first phase from April to July 2026, and the second phase from September to November 2026. The National Healthcare Security Administration will issue a batch of suspicious clues regarding duplicate settlement of drug traceability codes in early April and early September 2026, respectively. Local healthcare security departments, in coordination with relevant departments, will comprehensively investigate and rectify issues based on clues issued by the state, excessive local drug issuance clues, and public reports and complaints, to precisely target illegal activities such as reselling “reflow drugs” in medical insurance, swapping medical insurance drugs, falsifying or over-using medical insurance vouchers, forging prescriptions, illicit drug purchases with card collection, and year-end consumption spikes, and to recover losses to the medical insurance fund in a timely manner.
