On April 2, the Beijing Urban Sub-Center 0703 block FZX-0703-6032 and 6031 land parcels completed the transfer.

Shoukai Co., Ltd. (rights protection) (600.76.SH) won the parcel at the floor price of 1.769 billion yuan, with a residential plot floor price of about 19,800 yuan per square meter.

Before the land parcel was formally listed, on February 13, Beijing Shoukai Jinnan Real Estate Development Co., Ltd. (abbreviated as “Shoukai Jinnan Real Estate”) issued three tender announcements, covering supervision, construction, and earthwork protection, land stabilization, and lowering (earthwork reduction) projects.

On March 4, Shoukai Jinnan Real Estate issued another tender design announcement, with a total investment estimate of 3.567 billion yuan.

On the eighth day of the Lunar New Year, Shoukai Jinnan District threw out two “hero postings,” “Recruiting a planning manager and a sales manager for a new project in Tongzhou sub-center.”

This was not only a trumpet call for work to start, but also a “head start” that had been planned for a long time.

Shoukai Jinnan Real Estate was established at the end of 2024, with a registered capital of 10 million yuan. Its predecessor was Beijing Jingtai Commercial Management, which changed its name last June; its business scope was expanded to include real estate development and operations.

Next, in August, there was another round of “blood change” among the management team: the manager and legal representative changed from Tan Miao to Liu Guofu.

Liu Guofu is the general manager of the Jinnan District division, and he also served as the general manager of Shoukai Renxin Company.

In the past two years, the only land Shoukai has obtained in the public market is the Chaoyang Hujialou South plot. Although the location is good, the scale is far too small—only the size of a single building.

This time in Tongzhou, Shoukai is clearly looking to make a big move. But it’s not an impulsive rush. In the Songzhuang area, Shoukai has already laid out developments such as Shoukai Xiangxi County, Shoukai LONG Street projects, and Shoukai Impression Street, covering both residential and commercial—Shoukai has been planning ahead.

Parcel Information

The land parcel obtained this time has a land area of 4.26 hectares, with an approximate building control scale of 92,400 sq m, and includes two sub-parcels, namely:

The 6032 parcel is residential land, covering 3.88 hectares. The above-ground planned gross floor area is 89,300 sq m, with a plot ratio of 2.3 and a height limit of 60 meters.

Above ground, a 500 sq m community party-and-mass services station must be set up; in addition, it is planned to build one new three-level broadcasting and television equipment room and one communication equipment room; one 10 kV switch station and one medium- and low-voltage voltage regulation cabinet each.

6031 is for a kindergarten. The above-ground building scale is 3,040 sq m, with a height limit of 16 meters. It is planned to be a 9-class kindergarten.

The plot planning conditions disclosed in August last year mentioned that, while ensuring that the kindergarten land scale remains unchanged, the project’s subsequent plans may, if needed, adjust its location appropriately in combination with residential land.

This point can make residential development more flexible.

Location and Supporting Facilities

The land parcel is located in Songzhuang Town, Tongzhou District, and is one of the projects included in last year’s eighth-round list.

Songzhuang Town is close to the urban sub-center and is an important part of the Beijing–Tianjin–Hebei coordinated development strategy.

According to the planning of the Beijing urban sub-center, Songzhuang is positioned as an art town, and its nearby commercial business formats are mainly art galleries and art museums. The current urban interface is generally average: many village houses are awaiting demolition amid large areas of vacant land; in recent years, as some tourism resources have been developed, catering formats have gradually grown, and living-support facilities have been gradually put in place.

In January 2024, some villages in Songzhuang Town were listed in the urban village renovation plan, marking a major progress in the area’s urbanization.

Nearby Competitive Projects

There are also quite a few real estate projects currently for sale in Songzhuang, including Golden Land Beijing One Street, Jian Tou Guomao Renshang, and Cheng Jian Guoyu Song, among others.

About 4 kilometers south of the 6032 plot, the Dinggezhuang 6002 plot completed the transfer. It was won by the Beitou Real Estate + Beijing Construction + Xin Hangcheng consortium at a floor price of 1.562 billion yuan, which is equivalent to a floor price of about 17,900 yuan per sq m.

At present, the submitted-for-approval planning drawings have already been released. The plan includes 3 mid-rise buildings and 27 townhouses, totaling about 866 households, with an average gross floor area of 100 sq m+ per household.

The development entity for this project is Beijing Beitou and Yiyuan Real Estate Development Co., Ltd.; Beitou Real Estate holds 60%; Liu Hui serves as chairman of the project company; and Ji Lintao serves as general manager.

The 6032 land parcel that Shoukai obtained belongs to the 0703 block together with the Beitou 6002 land parcel. It is adjacent to the Songzhuang Town Government. Beijing No. 11 School Tongzhou Experimental School (a nine-year coherent school) is located within this block, so the educational resources are very strong.

Supporting facilities nearby include Gude Mart Shopping Plaza, Shoukai Tongzhou Vientiane Hui, Hualian Shopping Center (Liuhuo New Village branch), the Tongzhou branch of Beijing Anzhen Hospital affiliated with Capital Medical University, Luxian Gucheng Ruins Park, Lucheng Central Park, and Jianhe Park, among others.

Tongzhou Land Supply Plan

At the end of last November, the Gequ Village in Songzhuang Town also released a low-density land parcel, within the same area as Luneng Grasse Town.

It is numbered TZ01-0101-0001, with a land area of about 5.5 hectares, an above-ground building scale of about 57,700 sq m, a plot ratio as low as 1.05, and a height limit of 18 meters.

Besides Songzhuang, several other land parcels in Tongzhou’s old urban area have also been appearing recently, including four residential land parcels and 1 commercial land parcel near the Balizhuang area, with a total building scale of nearly 190,000 sq m;

A mini residential plot on Xinhua Avenue, with residential floor area of only 14,100 sq m and a plot ratio as high as 3.0;

And the FZX-0303-0159 plot disclosed in the planning last October, located in the Jiukeshu Liyuan area, with an above-ground building scale of about 62,400 sq m.

In addition, Lucheng Town has also been disclosing a batch of land parcels. Among them, there are 8 residential land parcels with a total volume close to 3.6 million sq m.

According to incomplete statistics, since the second half of last year and up to now, Tongzhou District has disclosed 19 residential land parcels that have comprehensive implementation plans, with a total planned building scale of 850,000 sq m.
