The State Council Inter-Ministerial Joint Meeting on Reducing the Burden on Enterprises Holds the 2026 Work Conference

On April 8th, the Inter-Ministerial Joint Meeting of the State Council for Reducing Burdens on Enterprises (hereinafter referred to as the “Joint Meeting”) held its 2026 work conference in Beijing. The meeting emphasized the need to earnestly carry out the work of reducing burdens on enterprises and provide strong support for the healthy economic development during the 14th Five-Year Plan period. It is necessary to strengthen the awareness of purpose, establish and practice a correct view of performance, practically help enterprises solve actual difficulties, conduct research and investigations at the grassroots level, identify “small entry points,” and effectively respond to and resolve various urgent, difficult, and anxious issues faced by enterprises.

The meeting called for problem-oriented approaches, focusing on pain points across the entire business operation chain, implementing comprehensive measures, continuously removing institutional and systemic barriers as well as hidden market obstacles, ensuring the stability of industrial and supply chains and the safety of enterprise production and operation. Efforts should be sustained in reducing costs and increasing efficiency for enterprises, stimulating development vitality, and enhancing risk resistance, thereby effectively improving the targeted and effective work of burden reduction.

It also emphasized strengthening institutional construction, systematically improving and optimizing the business environment, standardizing administrative law enforcement involving enterprises, and safeguarding fair competition for business entities. Strengthening smart supervision and credit supervision, deepening reforms to break through bottlenecks and difficulties in burden reduction, and building a solid legal foundation for burden reduction through the rule of law are also required.

The meeting demanded that all member units should compare their work with the 2026 enterprise burden reduction implementation plan, ensure effective implementation, and guarantee the successful completion of all goals and tasks for burden reduction throughout the year. Efforts should be made to deepen the implementation of policies benefiting enterprises, establish precise matching mechanisms between policies and enterprises, strengthen closed-loop management of policy implementation, and achieve targeted drip irrigation and directional empowerment for market entities.

Administrative actions involving enterprises should be regulated, and a normalized, list-based management system should be established to improve the institutional framework, ensuring a stable and predictable development environment for enterprises. Continuous efforts should be made to enhance enterprise services, improve the quality and efficiency of government services, and establish a comprehensive enterprise service system along the entire chain and a closed-loop mechanism for addressing demands, constantly improving enterprises’ sense of gain and satisfaction.
