Hainan’s off-island duty-free “buy now, pick up now” policy will be implemented for three years, with shopping amounts exceeding 100 billion yuan.

On April 1, 2026, the Hainan Outlying Islands Duty-Free “Buy and Collect Immediately” and “Guarantee and Collect Immediately” policies celebrated their third anniversary of implementation. According to Haikou Customs, from April 1, 2023, to March 31, 2026, the “Buy and Collect Immediately” pickup method accumulated a shopping amount of 10.59B yuan, 11.6961 million items, and 5.3308 million travelers; the “Guarantee and Collect Immediately” accumulated a shopping amount of 177 million yuan, 1,670 items, and 1,664 travelers.
Various pickup methods effectively release policy dividends, with many duty-free operators stating that these two measures make duty-free shopping more convenient, significantly enhancing travelers’ sense of gain and experience, and also creating a favorable environment for the linked development of outlying island duty-free consumption and Hainan’s cultural, sports, and business tourism exhibitions.
To continuously release policy dividends and benefit residents on Hainan Island, on November 1, 2025, the Hainan Outlying Islands Duty-Free Shopping Policy underwent its 10th optimization and adjustment, including expanding the scope of “Buy and Collect Immediately” benefits and applicable groups. An island resident with outlying island records within a calendar year can purchase duty-free goods under this pickup mode an unlimited number of times.
