Many times I choose the latter: reduce my position, or simply stay away, and wait until the rates aren't so glaring. Long-term, I don't have strict rules either, not necessarily quarterly, more like "enduring a round of noise and still being able to sleep," that period might be three weeks, or maybe two months.
