The pilot program for high-level opening up in cross-border trade has been expanded to the entire province

According to Fujian Daily

Recently, the Fujian Provincial Branch of the State Administration of Foreign Exchange issued the “Notice on Expanding and Improving the Pilot Program for High-Level Cross-Border Trade Opening,” expanding the high-level cross-border trade opening pilot from Fuzhou City, Xiamen City, and Quanzhou City to the entire province. The pilot measures have increased from the original 5 to 8 items, aiming to build a more convenient, open, secure, and intelligent foreign exchange management system to support high-quality development of Fujian’s foreign trade.

It is understood that before this expansion and improvement, the high-level cross-border trade opening pilot had been implemented in Fuzhou, Xiamen, and Quanzhou for nearly two years, achieving positive results. As of the end of March 2026, 34 banks and 1,260 high-quality enterprises in the three cities participated in the pilot, handling a total of 497k pilot transactions with a total amount of $103.25 billion.

According to reports, after the expansion and improvement of the high-level cross-border trade opening pilot, Fujian’s foreign trade enterprises will see further facilitation in cross-border trade settlement from multiple aspects, including benefiting entities, fund settlement, business processes, and bank expansion.
