Strict crackdown on illegal sand mining; the Ministry of Water Resources approves a new round of large river sand mining management plans

According to the Ministry of Water Resources, recently, the Ministry approved the management plans for sand excavation in key river sections of the Yangtze River, Yellow River, Huai River, Pearl River, Songhua River, and Liao River basins (2026–2030).
The plans delineate the prohibited, permissible, and reserved areas for sand excavation in major river sections, clarifying key control indicators such as extraction elevation, ban periods, and operational methods.
They will fully implement electronic management of river sand extraction and transportation permits, enhance the application of technologies such as Beidou positioning, electronic fences, video surveillance, and drone patrols, and strictly crack down on illegal sand mining activities.
