(hereinafter “Jinshan Mining”) has recently received the “Approval from the Inner Mongolia Autonomous Region Development and Reform Commission on the approval of the Jinshan Mining Co., Ltd. 900,000 tons/year underground mining project of the silver ore in the Eren Tuo Le Gai III-IX ore segment” issued by the Inner Mongolia Autonomous Region Development and Reform Commission and addressed to the Development and Reform Commission of Hulunbuir City (Inner Development and Reform Industry Development Letter〔2026〕336). The Inner Mongolia Development and Reform Commission approved the following regarding the approval matters for the 900,000 tons/year underground mining project of the silver ore in the Eren Tuo Le Gai III-IX ore segment: The project of the 900,000 tons/year underground mining of the silver ore in the Eren Tuo Le Gai III-IX ore segment by Jinshan Mining Co., Ltd. complies with national industrial policies. In accordance with the “Administrative Licensing Law,” the “Measures for the Approval and Filing Management of Enterprise Investment Projects” (National Development and Reform Commission Order No. 2 of 2017) and relevant industrial policies, approval is granted for the 900,000 tons/year underground mining project of the silver ore in the Eren Tuo Le Gai III-IX ore segment of Jinshan Mining Co., Ltd. Project code: 2512-150727-04-05-417839, project entity: Inner Mongolia Jinshan Mining Co., Ltd.

The company holds 100% equity in Jinshan Mining, which is the company’s wholly-owned subsidiary. Jinshan Mining currently has a “Mining License” with a permitted production capacity of 480,000 tons/year, a mining area of 10.0304 square kilometers, and its main products include gold-bearing and silver-bearing concentrates (priced separately for gold), silver ingots, and gold. According to the “Mineral Resource Reserve Verification Report on Silver Ore in the Eren Tuo Le Gai Mine Area, Xinbarhu Right Banner, Inner Mongolia Autonomous Region” (mineral resource reserve appraisal opinions) filed with the Hulanbuir City Natural Resources Bureau (Hurenzi Reserve Appraisal No.﹝2025﹞5), as of July 31, 2024, the verified resource reserve estimate covers an area of 4.5880 square kilometers; Jinshan Mining’s silver ore retained resources in the Eren Tuo Le Gai mine area (proven + probable + inferred) are 16.506 million tons of ore, with 3,212 tons of silver metal, and an average grade of 194.60 grams/ton; retained associated useful component gold resources (proven + probable + inferred) are 15.819 million tons of ore, with 11,438 kilograms of gold, and an average grade of 0.72 grams/ton; retained associated useful component manganese resources (proven + probable + inferred) are 6.84 million tons of ore, with 232,654 tons of manganese metal, and an average grade of 3.40%; retained associated useful components lead and zinc resources (proven + probable + inferred) are 2.03 million tons of ore, with 7,513 tons of lead metal, and an average grade of 0.37%; zinc metal resources are 6,999 tons, with an average grade of 0.34%.
