It's not a ban on smoking, but a ban on carrying them.
Having a cigarette cartridge in your bag is illegal, with a fixed fine $3000 on the spot, no first-time exemption.
The maximum fine for large quantities is $50000 + and up to six months in prison.
The Health Department dispatches plainclothes law enforcement.
Prohibited items include: e-cigarette cartridges, e-liquid, heated tobacco sticks (like IQOS),
carrying devices doesn't count, but having cartridges on you does.
It applies to both locals and tourists; even if you're entering the country, don't worry about bringing them to the Web3 Carnival,
the event is from April 20-23, and the ban only takes effect on the 30th.
But if you plan to stay in Hong Kong after the event, you'll need to be careful starting from the 30th,
it's recommended to handle them casually before leaving on the 23rd.
