Nanchong urban residents' household gas prices will increase starting from the 15th of this month

On April 7, according to the Nanchong Municipal Development and Reform Commission’s “Notice on Adjusting the Sales Price of Residential Gas in the Three Urban Districts (Urban Areas) under Nanchong City,” China National Petroleum Corporation (CNPC) Nanchong Gas Co., Ltd. issued the “Notice on Adjusting the Sales Price of Residential Gas.”

Adjustment Standards

Price Adjustment of 0.21 yuan per cubic meter Implemented in Two Steps

Residential “one household, one meter” household gas will continue to implement tiered gas pricing. The prices for the first, second, and third tiers are calculated at a ratio of 1:1.2:1.5. The prices for users with a combined meter and for non-residential users who are charged at residential gas prices are calculated at a ratio of 1:1.1 relative to residents’ first-tier price.

Based on calculations under the provincial and municipal natural gas upstream-and-downstream price linkage mechanism, a price adjustment of 0.21 yuan per cubic meter is required this time, implemented in two steps. For the first-tier: the first step increases the residential natural gas sales price by 0.13 yuan per cubic meter, and the second step increases it by 0.08 yuan per cubic meter. For the second-tier: the first step increases by 0.16 yuan per cubic meter, and the second step increases it by 0.10 yuan per cubic meter. For the third-tier: the first step increases by 0.20 yuan per cubic meter, and the second step increases it by 0.12 yuan per cubic meter. For combined-meter users: the first step increases by 0.15 yuan per cubic meter, and the second step increases by 0.08 yuan per cubic meter.

After the price adjustment, the impact on residential users is relatively small. Based on the annual first-tier gas volume of 500 cubic meters per residential household, after the first-step adjustment, the average monthly increase in gas fee expenditure per household is about 5.4 yuan, and after the second-step adjustment, the average monthly increase per household is about 3.3 yuan.

The base figures for residential gas volume in each tier remain unchanged

The base figures for residential gas volume in each tier will still be implemented according to Nanfang Development and Reform Price [2021] No. 13, that is: the first-tier gas volume base is 500 cubic meters per household per year and below (including 500 cubic meters per household per year); the second-tier gas volume base is 500–700 cubic meters per household per year (including 700 cubic meters per household per year); and the third-tier gas volume base is above 700 cubic meters per household per year. For each verified residential heating household in the three urban districts of Nanchong, an additional 1,200 cubic meters of second-tier gas volume will be added during December of the current year through February of the following year, and the gas use is limited to within this period.

Implementation Time

The first-step price adjustment will take effect next Wednesday

The first-step price adjustment will take effect starting April 15 this year. The second-step price adjustment will be launched based on circumstances after the first step has been in effect for 1 year; specific details will be notified separately.

Implementation Scope

The adjustment scope involves the main urban area

The adjustment and implementation scope is the urban areas of the three urban districts under Nanchong City. It covers all residential users supplied by four companies, namely CNPC Nanchong Gas, Nanchong Gaoping Gas, Nanchong Jianneng Natural Gas, and Nanchong ChuanGang Economic Development Gas.

Preferential Policies

Families with multiple members can increase their first-tier gas volume

For residents who are identified by the civil affairs departments as low-income households or households in severe hardship, the residential gas price will be adjusted from 1.82 yuan per cubic meter to 1.95 yuan per cubic meter, an increase of 0.13 yuan per cubic meter.

For families with multiple members, the first-tier gas volume base will be increased accordingly. The number of household members for residential families is calculated as 4 persons or fewer; for those with more than 4 persons, after applying to CNPC Nanchong Gas Co., Ltd. and having it verified with the household registration booklet and a household registration certificate from the public security authority (or a certificate of actual resident household population issued by the local community), for each additional person, the upper limit of first-tier gas volume will increase by 84 cubic meters per year.

For elderly welfare institutions, childcare service institutions, urban community residents’ committee service facilities (non-operating in nature), and schools’ teaching and student living gas, etc., the combined-meter residential price will apply.
