The memo says, “We hope to open up new channels for communication with the public and help deliver the information New Yorkers need.” At the same time, the memo requires that official account operations by departments must comply with a series of security measures, including using dedicated devices with no sensitive data, and designating specific personnel to manage accounts.

Since the end of 2022, the U.S. federal government and multiple states have ordered bans on TikTok from being used on government electronic devices on the so-called grounds of “data security.” The then New York City mayor, Eric Adams, issued a similar ban in 2023.
