This year, during the Two Sessions across the country, CPPCC National Committee member Zhu Tao, Chief Scientific Officer of CanSino Biologics, is focusing on vaccination for adolescents and adults. He recommends using integrated medical and preventive care as a starting point to build and improve an immunization program system across the entire life cycle. Zhu Tao put forward three recommendations. First, build and improve an immunization program system across the entire life cycle. Taking the opportunity of the “15th Five-Year Plan” period, promote the transformation of immunization programs from “focused coverage for infants and young children” to “dynamic protection for the entire population”; establish a dynamic evaluation mechanism for adolescent and adult vaccination based on disease burden monitoring data, and appropriately expand the categories of immunization program vaccines and age ranges according to disease hazards and infection risk; and phase in suitable vaccines for high-risk groups such as adolescents in school and elderly patients with chronic conditions into local immunization programs. Second, continuously deepen integrated medical and preventive care vaccination service models. Realize a closed-loop service of “consultation—vaccine needs assessment—vaccination—follow-up”; improve incentive mechanisms, strengthen public health knowledge training, and enhance service professionalism. Third, continuously strengthen a diversified security and health education and communication system. Optimize vaccine payment policies, expand the vaccine categories that can be paid using personal accounts under medical insurance, and support the development of commercial insurance with combined products that cover vaccine costs and protection for adverse reactions; carry out a special initiative to enhance nationwide vaccine health literacy, conduct regular health education based on medical institutions, and use new media for precise dissemination of health education content.
