The United Nations Security Council voted on Tuesday on a draft resolution submitted by countries including Bahrain, relating to the Strait of Hormuz. Due to disagreements among member states over the relevant wording and the approach to take, the draft was ultimately rejected, with 11 votes in favor, 2 abstentions, and the two permanent members China and Russia voting against.

The draft is a scaled-down version of a resolution the Gulf states are seeking to authorize the use of force. The text strongly encourages member states to coordinate and carry out defensive efforts commensurate with the situation to ensure freedom of navigation through the Strait of Hormuz. The resolution also reiterates the right of member states, under international law, to protect their ships from attack and provocation.

The vote took place hours before the final deadline set by the United States for Iran to reopen this global choke point. On Tuesday morning, U.S. President Trump threatened that if Iran failed to reach an agreement, he would destroy Iran’s “entire civilization.”
