The tens of millions of hacker wallet coins that were stolen were already liquidated when the price was around $4-5. The main issue is that this project is too trashy, and trust has collapsed.

Miners’ monthly released QUR coins are snatched up and transferred away right in front of them by coin thieves, and telling the QUR project team whether they can change the wallet address doesn’t help—the project team has no way to do so. This doesn’t compare to the Pi project. If coins in a Pi wallet are stolen, you can change the mapped wallet at any time, and the subsequently released coins will still be safe and will not be stolen.
