Huizhou Housing Provident Fund Shares Statement: The total deposit amount in the city has reached 136 billion yuan.

Recently, the Huizhou Housing Provident Fund Management Center issued the “Huizhou Housing Provident Fund 2025 Annual Report” and “posted the account statements.” In 2025, the total housing provident fund contribution was 15.65B yuan, while withdrawals totaled 11.58B yuan. The issuance and repayment of personal housing loans were 2.41B yuan and 2.89B yuan, respectively. The utilization rate of funds fell to 62.45%, down 8.56 percentage points from the end of the previous year.

Focusing on business operations, in terms of fund collection: in the previous year, the city added 4,602 newly registered units, with a net increase of 3,127 units; the number of newly enrolled contributors was 0.2716 million, with a net increase of 0.0789 million people; there were 20,813 units with actual contributions, covering 1.1878 million people. The contribution amount was 15.65B yuan, with year-over-year increases of 17.68%, 7.12%, and 5.18%, respectively.

By the end of last year, the contribution balance increased to 39.37B yuan, up 11.51%. The cumulative total contributions reached a scale of 136.02B yuan.

For withdrawal loans, in 2025 the number of provident-fund workers who withdrew was 0.6567 million, with withdrawal amount totaling 11.58B yuan, up 6.65%. The withdrawn amount accounted for 74.03% of the contribution amount for the year. The cumulative total withdrawals further increased to a scale of 96.65B yuan, up 13.62% compared with the end of 2024.

In terms of annual issuance of personal housing loans, there were 5,700 loans totaling 2.41B yuan. Year-over-year, both decreased by 11.49% and 15.68%, respectively. Among them, there were over 1,000 out-of-town loans, with an amount of about 422M yuan. In the same period, personal housing loan repayments totaled 2.89B yuan. By the end of 2025, the city’s cumulative outstanding housing loan issuance amounted to 157.5k loans totaling 157.5k yuan, with a loan balance of 47.45B yuan. The balance of personal housing loans accounted for 62.45% of the contribution balance, down 8.56 percentage points from the end of the previous year, and the utilization rate of funds continued to decline.

In the process of handling featured business services, as the withdrawal policies expanded, demand for rent, down payments for home purchases, and adding and upgrading elevators saw a surge.

Throughout the year, support was provided for contributors to withdraw housing provident fund for rental housing: 1.2477 million transactions totaling 24.58B yuan (including rental commercial housing, public rental housing, and affordable housing). Among them, there were 143 withdrawals for rental public rental housing and 2.23B withdrawals for rental commercial housing; for paying the down payment for home purchases, withdrawals were 25.7k transactions totaling 1.25M yuan; for adding, updating, and upgrading elevators in owner-occupied homes, withdrawals were 14 transactions totaling 561.8k yuan.

It is worth noting that while continuously deepening service to fully leverage the provident fund’s保障 function, the city Housing Provident Fund Management Center also stepped up efforts to crack down on illegal acts involving housing provident funds.

According to data, in 2025, the city received a total of 11,550实名 complaint cases from enterprise employees about enterprises failing to依法 contribute housing provident funds, involving 1,502 enterprises. By the end of the year, 4,306 cases had been coordinated and handled to completion, 1,449 cases were filed for disposition, and 540 cases were completed. In total, 196 rectification order notices and 2 administrative penalty decision documents were issued. A request for compulsory enforcement by the People’s Courts was made in 97 cases, effectively safeguarding employees’ lawful rights and interests.
