Why does the State Council mention the service industry twice in half a month?

On March 27, a State Council executive meeting pointed out that the service industry is an important component of a modernized industrial system, and it relates to the overall picture of high-quality development and modernization efforts. Under the current economic conditions, why is the importance of the service industry stressed so strongly? The answer may well be hidden in the two characters “overall picture.” On the one hand, the service industry is a reservoir that absorbs employment, and its stability is tied to the bottom line of people’s livelihoods; on the other hand, upgrading productive services directly relates to the “gold content” and competitiveness of manufacturing, and it is a key driver for pushing the industrial chain up toward the high end.
